Raw material shortages and direct supply channels for recycled paper are drawing attention within the industry.

Since enterprises across the country have gradually resumed work and production, the challenges facing various industries—and the corresponding solutions—have been steadily coming to light. In the paper‑making sector, the main concerns have centered on the sharp, volatile swings in the prices of waste paper and containerboard corrugated paper. From mid‑February to early March, after a two‑week period of price increases, domestic paper prices began to decline persistently. As the initial shortage of waste‑paper raw materials gave way to a near‑normal supply, the resulting rise and fall in paper prices continued to reverberate throughout the entire paper‑making value chain. Ensuring a stable supply of raw materials has thus become a top priority for the industry as it moves forward with resuming operations.

Third-Quarter Review of the Yarn Tube Paper Market

Since the start of the third quarter, the yarn‑tube paper market has generally remained stable but tilted slightly weaker. In previous years, the third quarter traditionally marked the peak season for this product; however, demand has been lackluster this year. After a brief mini‑spike in late July and early August, overall activity has stayed subdued. Major producers have kept their quotes relatively steady, with most transactions involving individual, case‑by‑case negotiations and substantial discounts. Meanwhile, prices at small and medium‑sized mills have trended downward, with declines averaging 300–500 yuan per ton. On the raw‑material front, domestic waste yellow cardboard has largely traded in a high‑range consolidation during July and August, keeping mill costs elevated. Despite tepid downstream demand for yarn‑tube paper, cost support has helped keep prices broadly stable—until September arrived.

Price increase notices for base paper and cardboard are gradually being issued, signaling the arrival of the final round of price hikes this year.

As December begins, the market has been abuzz with rumors of rising paper prices. First, reports emerged that several well-known paper mills in Dongguan raised their prices three times within just ten days; subsequently, analysts predicted that Jiulong Paper would hike base paper prices. In mid-December, the release of multiple price increase notices for base paper and cardboard further stoked what has become the final wave of price hikes for 2020.
